TDC Environmental, LLC has assisted the San Francisco Department of the
Environment with plans to improve management of unwanted residential pharmaceuticals.
Creating a convenient management program for unwanted residential pharmaceuticals
will require navigating a complex set of regulations and safety issues. TDC
Environmental prepared a report to review the issues regarding management
of household pharmaceutical waste. Specifically, this report:
- Explains the relevant provisions of current law,
- Gives an overview of the current “reverse distribution” system for
pharmaceuticals,
- Identifies safety and regulatory issues that need to be considered
as the San Francisco Department of the Environment considers options for
household pharmaceutical waste management, and
- Identifies the next steps in developing a program for managing household
pharmaceutical waste safely by collection at pharmacies.

After completion of the report, California's hazardous waste regulatory agency
(the Department of Toxic Substances Control) determined that it does not
have authority to regulate residential pharmaceutical waste (copy of DTSC's letter). This decision
changes many of the conclusions and recommendations in the above report.
